Opera Boutique Hotel is among the first five-star hotels in Ukraine permitted to open a gambling establishment. The respective permit was issued by the Commission for Regulation of Gambling and Lotteries.
As stated in the Commission's resolution, it is allowed to organise and hold gambling activities in amusement arcade or bookmaker offices on the second and the third floors of the hotel. The premises of the total area of 621.2m2 were recognised by the Commission as the premises that meet all the legal requirements for conducting gambling activities.
In addition, Opera is required by law to obtain additional license to be able to fully operate a gambling establishment. However, the hotel is neither going to become a gambling market player nor is going to obtain the respective license. Therefore, Opera is open to commercial partnership proposals from gambling operators and is ready to let the premises.
We would like to remind that the Verkhovna Rada of Ukraine adopted the Law of Ukraine On State Regulation of Organising and Conducting Gambling in July 2020. The Commission for Regulation of Gambling and Lotteries acts as a regulator in this area.
Opera Hotel is a five star luxury hotel in Kyiv that was opened in 2006. Before 2009 when the gambling moratorium was imposed, the hotel had had a gambling operator with a respective license. It had rented the premises for the casino business.
Opera Hotel is a part of ESTA Holding, of which SCM is the key investor. This is an international brand present in seven countries of Europe and North America. SCM portfolio includes over 500 businesses, which employ around 200,000 people.
The ultimate beneficiary of SCM is a businessman Rinat Akhmetov.
